US Cellular has reported that in Wisconsin their cellular network is experiencing issues causing incoming calls to US Cellular customers to fail.   There is a temporary work-around: 

iPhone:  Settings > Cellular Settings > Cellular Data Options > Enable LTE > and switching Disable LTE to “Voice & Data”.

Droid:  Settings > Connections > Mobile Networks> Enhanced Calling > and switching to Off
